Public Contents Framework and Military Time Zones

The Public Contents Framework converts every other DateTime value with specified TimeZone to any Military Time Zone if needed.

The Military Time Zones are described in RFC 2822, and since April, 2001 should be properly implemented by other developers to avoid conversion discrepancy.
